Practices-Outcomes-Metrics (POM)

Representative POMs are described for Evaluate at each level of maturity.

2Basic
  • Practices
    • Develop a basic understanding of the organization's internal environmental factors.
    • Evaluate their impact in order to inform and support some of the IT decisions that are made in response to these factors.
    Outcomes
    • There is a basic level of understanding of the key internal factors that influence and drive the use of IT in the organization (e.g. strategy, business goals, risk appetite).
    • This understanding facilitates some key IT-related decisions.
    Metrics
    • # of internal factors documented.
    • # of IT-related decisions that are informed by identified internal factors.
  • Practices
    • Develop a basic understanding of the external environmental pressures acting upon the organization.
    • Evaluate their impact in order to inform and support some of the IT decisions that are made in response to these pressures.
    Outcome
There is a basic level of understanding of the key external pressures that influence and drive the use of IT in the organization (e.g. regulatory obligations, high-profile technology advances). This understanding facilitates some key IT-related decisions.
    Metrics
    • # of external pressures documented.
    • # of IT-related decisions that are informed by identified external pressures.
  • Practices
    • Define a basic set of criteria to evaluate how the current use of IT supports the guiding principles and the business objectives.
    • Audit some of the major plans, policies, and supplier arrangements against these criteria.
    Outcome
There is a basic understanding of how the current use of IT supports the guiding principles and how some of the current major plans, policies, and supplier arrangements are contributing to the business objectives.
    Metrics
    • # of evaluation criteria used to assess the current use of IT.
    • # of audits of current plans, policies, and supplier arrangements against these criteria.
3Intermediate
  • Practices
    • Develop an understanding of most of the key internal environmental factors.
    • Evaluate their impact in order to inform and support most of the IT decisions that are made in response to these factors.
    Outcome
Most of the key IT-related decisions are made based on a good understanding of the key factors in the internal environment that drive change in the use of IT (e.g. business goals, risk appetite, culture, changes initiatives, key IT services, partner relationships).
    Metrics
    • # of internal factors documented.
    • # of IT-related decisions that are informed by identified internal factors.
  • Practices
    • Develop an understanding of most of the key external environmental pressures acting upon the organization, and their associated opportunities and risks.
    • Evaluate their impact in order to inform and support most of the IT decisions that are made in response to these pressures.
    Outcome
Most of the key IT-related decisions are supported by a good understanding of the key pressures in the external environment that drive change in the use of IT (e.g. regulatory obligations, technological advances, external threats, competitive forces, market developments).
    Metrics
    • # of external pressures documented.
    • # of IT-related decisions that are informed by identified external pressures.
  • Practices
    • Define a standard set of criteria to evaluate how the current use of IT supports the guiding principles and business objectives.
    • Use them to periodically audit most of the plans, policies, and supplier arrangements.
    Outcome
There is improved understanding of how the current use of IT supports the guiding principles and how most of the current major plans, policies, and supplier arrangements are contributing to the business objectives.
    Metrics
    • # of evaluation criteria used to assess the current use of IT.
    • # of audits of current plans, policies, and supplier arrangements against these criteria.
4Advanced
  • Practices
    • Develop an understanding of all of the key internal environmental factors.
    • Evaluate their impact in order to inform and support all of the IT decisions that are made in response to these factors.
    Outcomes
    • All key IT-related decisions are made based on a comprehensive understanding of all key factors in the internal environment that are driving changes in the use of IT.
    • Any necessary revisions to the IT strategy, plans, or policies can be identified and implemented.
    Metrics
    • # of internal factors documented.
    • # of IT-related decisions that are informed by identified internal factors.
  • Practices
    • Develop an understanding of all of the key external environmental pressures acting upon the organization, and their associated opportunities and risks.
    • Evaluate their impact in order to inform and support all of the IT decisions that are made in response to these pressures.
    Outcomes
    • All key IT-related decisions are supported by a comprehensive understanding of all key factors in the external environment that are driving changes in the use of IT.
    • Any necessary revisions to the IT strategy, plans, or policies can be identified and implemented.
    Metrics
